Catherine Lewis La Torre has been appointed Interim CEO of the Government-owned British Business Bank and will take up the role from 1 September. Catherine currently holds the position of CEO of the Bank’s two commercial subsidiaries, British Patient Capital and British Business Investments.
In October 2019, Keith Morgan CBE announced that he would be standing down from the role of Chief Executive of the British Business Bank by the end of 2020, after eight years at the helm of the UK’s economic development bank.
Keith was appointed in January 2013 to lead the design and establishment of the Bank and was made Chief Executive in December 2013. Since its inception, the Bank has grown significantly under Keith’s leadership and at the end of 2019 it supported more than 94,000 businesses with over £7.7bn of loans or investments through its various programmes.
Catherine Lewis La Torre has built a career in venture capital and private equity fund management. She joined the British Business Bank in 2016 from Cardano Risk Management, where she was Head of Private Equity, responsible for managing a global portfolio of private capital fund investments with over £1bn of commitments. Prior to this she was a Partner with secondaries specialist, Fondinvest Capital, in Paris having previously been one of the founding partners of fund-of-funds manager, Proventure which focused on venture and growth capital investing in Europe.
Since 23 March, the British Business Bank has launched four Coronavirus business loan schemes, so far delivering almost £35bn of additional finance to over 830,000 extra businesses. During this 11-week period the Bank has grown the amount of finance it supports to businesses across the UK by a factor of six and increased the number of businesses it is supporting by more than ten times.
This Interim CEO appointment allows government to map out the next phase of the Bank’s development before commencing the search for a permanent successor. Keith Morgan will work with Catherine Lewis La Torre through the Autumn to ensure an orderly transition.
British Business Bank Chair, Lord Smith, paid tribute to Keith’s leadership of the institution: “Keith has been an outstanding leader of the British Business Bank, building the business from scratch to create an organisation with considerable scale, reach and impact on businesses across the country. Under his leadership, the Bank has supported start-ups and growing companies in every region and nation of the UK and has responded at speed to build a series of large scale loan programmes to help UK businesses get through the Coronavirus emergency.”
Lord Smith welcomed Catherine Lewis La Torre’s appointment as Interim CEO: “Catherine is a highly respected industry leader, with more than 30 years’ investment management experience and a strong track record of success. She has successfully led the Bank’s commercial subsidiaries, British Patient Capital and British Business Investments and has made a considerable contribution to the Bank since she joined in 2016. I am delighted that she has agreed to take on the role of Interim CEO and look forward to working with her as we support the UK’s economic recovery.”

Blue Prism has teamed-up with Lateetud and ABBYY to support the US government’s latest COVID-19 relief efforts for small businesses, by helping to automate loan applications during the two rounds of funding, $349 billion and $310 billion respectively, allocated by Congress as part of its SBA Paycheck Protection Program (PPP). The solution, currently being used by several U.S. banks, uses Digital Workers to automate process loan applications in a matter of seconds, for same-day approvals.
The PPP is designed to serve as a lifeline for small businesses with fewer than 500 employees until the economy reopens. By effectively automating the loan approval process, this partnership will be essential in the rapid processing of these loans and helping small businesses stay afloat. With the second round of PPP funding drying up, thousands of potential borrowers that are looking for aid during the pandemic may be shut out.
The daily demand for loans is more than the SBA processes in an entire year. Loan applicants are frustrated with the amount of time it takes to process the loan applications end-to-end, including filing and receiving timely status updates. To keep up, First Home Bank partnered with Blue Prism, Lateetud and ABBYY to automate the entire end-to-end loan application and submission process.
Below is a breakdown of the benefits the bank has received automating its SBA PPP loan approval process.
- 10 digital workers have the capacity to process up to 14,000 loan applications per-day
- 30x faster than completing the process manually
- Entire automated end-to-end process in under two minutes
- Production ready in less than two days
- Due diligence and fraud detection checking
- Enterprise security and scalability
- Full audit trail, 100 percent compliance and accuracy
- Deploy on-prem or cloud platform of choice (Azure, AWS, Google)
“The ability to respond and automate at this hyper-level is a game changer and made a real difference in people’s lives,” says Thomas Zernick, President, SBA Lending Division of at First Home Bank. “We are closing in on saving around 85,000 jobs and $770 mil in loans secured. With Lateetud delivering Blue Prism’s Digital Workforce, 99 percent of loans are processed on the day of application. We are also using the technology to automate upstream and downstream activities like application validation and loan closures, respectively. As a next step we are working with Lateetud and Blue Prism on automating the loan forgiveness process.”
While SBA’s mandate prohibits the use of RPA GUI interfaces into E-Tran, Blue Prism and Lateetud have a solution available immediately with XML file upload access into E-Tran, which adheres to the latest SBA policy. The value proposition of accelerating the end-to-end process from application submission, to bank review and approval, underwriting, SBA upload and payment remains strong. In addition, Blue Prism has extended the capability to other emerging applications including SBA PPP loan forgiveness, good standing checks, void checks for fraud, OFAC checks, and mortgage forbearance. “We saw this challenge and it had all the right attributes for the type of Intelligent Automation (IA) solutions we create using Blue Prism, ABBYY and other AI technologies to help our banking customers. It was beset with large volume, short time span and manual steps,” says Pawan Jadhav, CEO of Lateetud, an Intelligent Process Automation company. “As part of the next phase in SBA PPP, we’ve created loan forgiveness solution powered by Blue prism and other AI technologies to help banks tackle this complex and laborious process and like the previous solution it can be deployed in matter of days.”
“This is a time when organizations need AI enabling tools to quickly ramp up their automation efforts and enhance business process efficiency,” says Neil Murphy, Vice President of Global Business Development at ABBYY, a Digital Intelligence company. “The complexity of processing various forms of documents for SBA PPP loan forgiveness is simplified with content intelligence solutions that quickly and accurately digitize, understand and process data provided by small businesses. Our goal is to take the content-centric process burdens from financial services organizations so they can focus on serving their customers.”

Ethoca, a Mastercard company, today announced the release of new research that reveals cardholders have a strong appetite for digital solutions that provide greater insight into their purchases. These digital solutions will improve customer experience as well as reduce disputes, chargebacks and false claims by delivering in-depth purchase information direct to cardholders through digital channels such as mobile banking applications.
According to the study, 72% of consumers engage with their financial service providers’ website or mobile application at least once a month. This makes the digital channel a critical avenue between them and their issuer – one that cardholders expect more from when it comes to information available on-demand. Furthermore, 96% of surveyed consumers expressed a preference for having more detailed transaction information available to provide increased clarity. The features identified by the 1,000+ surveyed consumers as being most valuable for alleviating transaction confusion are:
- A picture of the printed receipt
- The date and location of delivery for online purchases
- A full list of products purchased
- A link to refund and return details for the purchase
With greater digital dependency, having real-time purchase details is critical for consumers, merchants and card issuers alike. These features not only improve the overall experience for cardholders – who no longer need to hunt for this information – but they can effectively reduce incidents of false claims where a cardholder files a dispute unintentionally.
False claims are a significant and growing problem for all stakeholders in the payments ecosystem. For digital goods merchants, rates can reach upwards of 80% and higher. One of the most common reasons: transaction confusion. Cardholders reviewing their online statements often have trouble deciphering the brief, unclear descriptions that accompany each transaction, or they mistake genuine transactions made by other members of their household for fraud. This uncertainty often leads cardholders to contact their card issuer to dispute unrecognized transactions.
The resulting chargeback process is a long and expensive ordeal for all involved – one that is expected to worsen in the current climate and in years to come. According to the report, the cost of chargebacks to U.S. issuers is expected to grow from US$690 million in 2020, to more than US$1 billion by 2023. The report also found that providing additional transaction clarity has the potential to reduce call volume by 25% in cases where the description of the purchase was unclear. In short, providing these features is a benefit to the entire payments ecosystem: card issuers, merchants, cardholders and supporting payment service providers. It creates a competitive advantage by delivering services that cardholders want while lowering the cost of disputes, false claims and chargebacks.
“Ethoca’s collaboration with Aite on this critical research report validates what Ethoca has been hearing from card issuers and merchants for some time – that false claims from confusing or scant transaction information are creating a poor customer experience and driving up dispute processing costs,” said Keith Briscoe, Chief Marketing & Product Officer at Ethoca. “This is the key reason why Ethoca has been laser focused on solving this problem over the last several years with digital receipts and transaction enrichment products. We are continuing to collaborate closely with the largest digital goods providers, retail brands and card issuers globally to ensure every consumer has clarity on the purchases they make through their trusted banking relationships.”
“This study provides timely insights for card issuers, since consumers’ reliance on digital channels has dramatically increased in the wake of the pandemic,” said Julie Conroy, research director with Aite Group. “It is more important than ever for issuers to be able to facilitate user-friendly self-service capabilities. The provision of detailed transaction information in the digital channels and call center is an important underpinning of any digital dispute capability.”
Other key findings include:
- 27% of consumers report that, once they connected with their financial institution, the charge wound up being correct.
- A merchant interviewed said they are seeing a 65% deflection rate among issuers that leverage collaborative solutions to display enhanced transactional details. A ‘deflection’ occurs when clarifying purchase detail is successful in giving the cardholder the information they need to avoid pursuing an unnecessary fraud claim.

For an in-depth look at the findings of the report, and a walkthrough of what they mean for all stakeholders in the payments ecosystem, join Keith Briscoe and Julie Conroy for their upcoming digital session during Mastercard’s Virtual Cyber & Risk Summit on Wednesday June 17, 2020.

Buckworths, the UK’s only law firm working exclusively with start-ups and high growth businesses, has yesterday sent a letter to the Treasury requesting the introduction of measures to incentivise angel investors to invest in SMEs that have been adversely impacted by the COVID-19 pandemic.
The letter, which is signed by a further 87 UK businesses spanning a range of sectors including fintech, hospitality, and retail, calls on the UK government to incentivise private “angel” investors to invest in SMEs to help them repay COVID-19 debt and relaunch their businesses.
Buckworths and the 87 other signatories noted that investors providing matched funding under the Future Fund cannot claim EIS on their investment. They argue that this risks excluding earlier stage start-ups and retail, hospitality and leisure businesses from the Future Fund because they will be unable to secure matched funding from “angel” investors. This problem is exacerbated by the fact that many of these businesses have not qualified for CBILS and Bounce Back Loans due to the State Aid restrictions included in these schemes.
To rectify this issue, the letter calls for the Treasury to introduce a temporary tax relief scheme for “angel” investors that is similar in nature to the Enterprise Investment Scheme (EIS) and open to start-ups with a permanent establishment in the UK. This scheme should have a higher upfront rate of income tax relief and Buckworths believe that there should be no time limits on the age of the business so that more established SMEs in the retail, leisure and hospitality businesses can qualify. Introducing this scheme would not only help save a vast swathe of the start-up ecosystem from insolvency but would also see private investors take on the risk of supporting the SME sector thereby preventing the UK government from incurring further debt.
Michael Buckworth, Managing Director of Buckworths said: “The Government has provided billions of pounds of financial support to businesses of all sizes throughout the United Kingdom. We are now asking the Government to help SMEs who struggled to access COVID-19 support raise investment by creating a temporary new incentive scheme for “angel” investors. The huge success of the EIS scheme in funding UK start-ups demonstrates that tax incentive schemes work. Replicating the EIS scheme on a temporary basis with lighter restrictions on qualification and use of funds would encourage the private sector (and not the Government) to take risk and would secure the future of our SME sector to the broader benefit of the British economy.”

Wirecard, the global innovation leader for digital financial technology, is collaborating with Stocard, the leading mobile wallet and one of the largest B2C European FinTechs, to launch a new mobile payment feature in the Stocard app. The announcement comes as Stocard reaches 50 million users worldwide. Starting today, UK-based Stocard users can pay with their app via a virtual Wirecard-issued Mastercard card, an option that will be rolled out across Europe later this year. Not only will Stocard benefit from Wirecard’s bespoke Banking-as-a-Service solution to launch this new functionality, Wirecard is also providing the acquiring service behind the wallet, allowing users to load funds quickly and effortlessly by adding their bank cards to the app.
Through the new mobile wallet solution, Stocard users can now make contactless payments in-store and online. Wirecard’s research found that contactless payments are booming across Europe: More than half of British, French and German respondents (57%) report using contactless payment methods more frequently today than before the spread of COVID-19. Over three-quarters (78%) plan to continue making contactless payments even after the crisis.
Stocard was founded in 2011 and is one of the largest B2C startups in Europe in terms of user base. The app allows users to store all their loyalty cards on their smartphones, discover good deals at their favorite retailers, search for and activate coupons, which are applied automatically at the checkout with just one click, and see their transactions and points balance in real time. In 2019, shoppers made 1.7 billion purchases with the app, spending close to EUR 40 billion annually.
“The launch of our mobile payment feature is a major step for Stocard globally,” said Björn Goß, Stocard Founder and CEO. “As our wallets are moving to our mobile phones, the digital wallet is becoming the central hub in our lives for anything around money, shopping, and banking. The future of retail and of banking will look more similar to what we are already seeing in Asia with the likes of Alipay, rather than what European banks are currently doing. This consolidation of shopping, payments and financial services in the digital wallet will happen in Europe as well. We are working closely with our retail partners to shape this future.”
“The partnership with Stocard is an exciting development in the move towards a cashless society. With 50 million users, Stocard’s success demonstrates just how much consumers are shifting towards mobile wallets and cashless payments. We are excited to be collaborating both on the issuing and acquiring side of the payment flow thereby offering consumers a seamless user experience. In the long-term we hope to work with Stocard as they look to offer additional services such as Point of Sale lending and top up payments on a global scale,” added Kilian Thalhammer, EVP Product Management at Wirecard.
The cooperation between Wirecard and Stocard is another example of Wirecard providing its Banking-as-a-Service infrastructure for leading FinTechs within the payment ecosystem. Payments through the Stocard mobile app are accepted everywhere with just a tap of the phone on the terminal. By allowing users to bundle payments with rewards and loyalty points, the app has the potential to transform in-store shopping experiences for the better. The latest payment feature unlocks the app’s full potential: bringing financial services and shopping together in one place.

Today the British Business Bank has announced that it has approved a new lender for accreditation to the Bounce Back Loan Scheme (BBLS), five new lenders for accreditation under the Coronavirus Business Interruption Loan Scheme (CBILS) and four new lenders under the Coronavirus Large Business Interruption Loan Scheme (CLBILS).
Paragon Bank will join the other 19 BBLS lenders who have been accredited since the scheme opened last month.
New CBILS lenders Growth Lending, inFund, Invocap, NEL Fund Managers, Triple Point will also be able to provide financial support to smaller businesses across the UK that are losing revenue and seeing their cashflow disrupted, as a result of the Covid-19 outbreak.
New CLBILS lenders Greensill, Metro Bank, OakNorth Bank and Secure Trust Bank will be able to provide finance to midsized and larger UK businesses with a group turnover of more than £45m (the upper limit for the existing smaller-business focused CBILS) that are suffering disruption to their cashflow due to lost or deferred revenues during the Covid-19 outbreak.
Following their approval, each lender will be putting in place the operations required to start lending under the scheme and will confirm shortly the dates from which they will be ready to start receiving applications from smaller businesses across the UK.
Keith Morgan, CEO, British Business Bank, said: “Our accredited lenders have seen an incredible demand for Covid-19 business loan schemes since they became available. Accrediting these additional finance providers means further support for smaller business customers and continues the British Business Bank’s long-term objective to offer more diverse sources of finance to smaller businesses.”
Government published statistics show more than 830,000 businesses have to date[1] benefitted from almost £35 billion in loans and guarantees through schemes delivered by the British Business Bank. This includes 782,246 Bounce Back Loans worth £23.7 billion, 47,650 loans worth over £9.5 billion through the Coronavirus Business Interruption Loan Scheme and £1.5 billion through the Coronavirus Large Business Interruption Loan Scheme.
The accelerated accreditation process the British Business Bank has put in place for the coronavirus loan schemes means it has been able to more than double the number of CBILS lenders since the scheme’s launch, increasing the number from 41 to 86.
The Bank continues to review applications from a wide range of lender types – from PRA-regulated banks, to platform lenders, debt funds, invoice finance lenders, asset finance lenders and responsible finance lenders.
