Mastercard Appoints Hendrik Bourgeois as Head of Europe Government Affairs

Mastercard today announced that Hendrik Bourgeois has joined the company’s Government Affairs & Policy team to lead Government Affairs in Europe. 

Bourgeois will head Mastercard’s engagement with governments and institutions across Europe, strengthening the company’s voice on key issues and driving a policy environment that supports innovation, competition and a secure digital economy. 

He brings more than two decades of experience at the intersection of business, law and policy. Most recently, he led public policy at Intel, playing a central role in shaping the EU Chips Act and in securing public funding for major strategic investments. He also previously held similar senior leadership roles at Apple and Cargill, and was General Counsel and Head of European Government Affairs at GE. He began his career at the law firm Jones Day.  

“Hendrik has spent his career navigating the complex space where government and business come together,” said Tucker Foote, Chief Government Affairs & Policy Officer. “He understands how policy shapes markets and how strong partnerships can drive meaningful change. We’re thrilled to have him leading our work in Europe.” 

Bourgeois holds a licentiate degree from Rijksuniversiteit Gent and a Master of Laws from Harvard Law School. He served on the Executive Board of Digital Europe for Intel, is a member of the Strategic Council of the European Policy Centre and is a frequent public speaker, including at European Parliament hearings. 

He will be based in Mastercard’s European headquarters in Waterloo, Belgium.
