OCR Labs Global, a world leader in digital ID verification, has announced it has been recognised for two further voluntary independent assessments against industry best practices. Firstly, it has renewed its ISO 30107-3 conformance for its Presentation Attack Detection accreditation (PAD) from BixeLab, a NIST-accredited test lab. Secondly, it has demonstrated that its verification techniques are robust and can be relied upon by governments around the world through conformance with the NIST 800-63A Enrolment and Identity Proofing guidelines, achieving an Identity Assurance Level 2 (IAL 2).

The PAD ISO 30107-3 conformance is required as part of the Australia’s Trusted Digital Identity Framework (TDIF) annual review, which sets globally-leading standards, rules, and guidelines for digital identity providers. OCR Labs Global is the only private entity to hold the TDIF Identity Proofing Level 3 (IP3) or Strong level, which is the highest accreditation level applicable to an identity provider without requiring in-person checks.

OCR Labs Global’s Zero Bias AI technology pioneers the use of generative AI to train deep neural network systems to protect against discrimination on the basis of race, age and gender. Liveness is a key part of any remote identity verification system. It is essential to ensure that the person in control of the phone is the person submitting their facial biometrics for verification and not a fraudster submitting someone else’s image.

Level 2 of the liveness tests allows the assessor to use attack vectors such as high-quality images (matt and gloss), videos of cooperative subjects, balaclava masks, 2D paper masks, digital animation and other sophisticated attack types. OCR Labs Global first achieved PAD Level 2 in 2020, on version 1.0 of its face authentication system, identifying 100% of fraud attacks and scoring 0% failure on the administered presentation attacks and with a 0% False Non-Match Rate. There are no other vendors that provide a full-flow remote identification flow and serve the global market that have achieved this result.

The globally recognised NIST 800-63A provides technical requirements for implementing digital identity services. It focuses on the enrollment and verification of an identity for use in digital authentication.

IAL2 demonstrates that OCR Labs Global can assess evidence that supports the real-world existence of the claimed identity and verifies that the applicant is appropriately associated with this real-world identity.

Terry Brenner, Head of Legal, Risk & Compliance for OCR Labs Global, North America, comments, "These additional certifications demonstrate our continued excellence in producing world-leading identity verification technology. They testify to OCR Labs Global’s commitment to implementing strong digital identity management practices. These certifications not only demonstrate a dedication to security and privacy but also help build trust with customers and stakeholders by providing assurance that their sensitive information is being protected by rigorous standards.”

OCR Labs Global verifies 16,000+ identity documents in over 220 countries/territories and processes 142 typesets/languages, matching people with their government-issued IDs worldwide, helping fight fraud and remain compliant with identity verification requirements for Anti-Money Laundering (AML) and Know-Your-Customer (KYC).
